salary of Class I of the Cadet Service together

with his increments. The Colonial Regulation is

qualified in Hong Kong by the local General Order No.92 which restricts acting pay to absences of over four months on the part of the substantive holder

of the post. This rule was, no doubt, introduced because no member of the ordinary Government

Service takes half-pay leave, unless such leave is

commuted; but it is not suited to the position

arising when the Governor is absent for a brief period on half-pay. In the present instance the half-pay of the Colonial Secretary will be available and I seek Your Lordship's authority to pay it to

Mr. Tratman.
